Addressed issues in the 2.1.3 version of the OpenConfig plugin.

The following are addressed issues in the OpenConfig 2.1.3-hf version of the plugin.

Fixed an issue where the PCAP rate limit check calculation was inaccurate.

Fixed an issue where the customer deployed timeout was not properly applied to the firewall/PAN-OS PCAP feature.

Fixed an issue where proxy settings were ignored if on-demand PCAP collection was required.
